Legal Question in Employment Law in California

I was fired from my previous jon in 2008 and I recently tried to transfer/rollover my 401k funds into my new TSP account at my new job however, my former employer will not sign documents needed to process my request. I tried contacting him last week and he said. "don't ever bother him again!" I've tried contacting several agencies to assist me however, I've had no luck. Please help?

The proper agency that oversees retirement funds is the U.S. Dept. of Labor. If they have been unable to help, you need an attorney whose practice involves handling ERISA cases.
