Furlough and termination
If an employee has been furloughed and subsequently terminated, is that employee eligible for severance and, if not, is there any legal recourse to obtain it?

No, they are not required to give you anything.

Severence is a matter of contract between you and the company. If you have such an agreement or there is a severence policy contained in the employee handbook you may have a claim.
