If you give your employer (in california) an official 2 weeks notice and are willing to worth those 2 weeks and your employer chooses not to honor that and asks you to leave then and there, are they obligated to pay you for those 2 weeks?

No. The company execs' thinking runs along these lines: 1) I don't want someone working here who's dissatisfied with the job. The employee's presence might affect others' morale; or 2) Let's bring in someone new ASAP; or 3) the employee might just speak badly of us to others or do something to harm us. Why take that risk?
Employment generally is at will. As you learned, you can quit at any time. But your employer can terminate your employment at any time as well for no reason or any reason, as long as it's not an illegal reason. The employer must give you your final paycheck upon termination.
