I want to hire a babysitter who is here on a Russian passport. She says she is legally allowed to do such "personal service" work. Can I legally pay her? Can I further claim that payment to my DCRA without a TIN or SSN?

No. Absolutely positivily, there is no legal way to employ her unless she has a "green card."
