Hired at one rate of pay and then changed

My son was hired at example $9.26/hr. Another employee has been with this company for 3 yrs doing the same job and after raises through out the 3 yrs is now making $9.26/hr. The hiring manager quoted $9.26/hr, the experienced employee complained to their supervisor and now the superviosr is going to have the new employee "bumped" back to the entry level rate of pay $8.50/hr. Can this be done? Can an employer legally quotea a starting wage, put that on your hiring papers and you go to work for 2-3 weeks and then get your starting pay reduced?? Please reply, this is most important. Thank you very much.

I suggest you contact CA Division of Labor Standards Enforcement. It doesn't sound right so I think that the State should check it out.
