I hired an unlicensed sub to perform my grass cuts and do preservation work on foreclosed homes, he signed a subcontractor agreement, invoiced me on every job, I stopped using him because he was leaving work orders at jobs and not finishing them and coming to my house intoxicated, and stealing stuff from houses.he kept some of my tools, so I kept 120 dollars, he went to the labor commisioner and told him I owed the money I ended up paying the money then they came back and said I owed 3700, because it was over a month, not fair anything I can do

Probably not much except appeal the BLSE determination if it is not too late. Although you do not describe the work in detail, it does not sound like the work required a contractor's license. If not, you owe for work done and depending on the details he may have been an employee under the law, not a contractor.
