Hiring an Employee Without a SSN
As a Employer, can I refuse to hiring a person, who refuse to provide his/her Social Security Card/Number to me, his reason is based upon Religious belief, he/she is a born U.S. citizen and have a valid State Driver License, (some State do not require a Social Security Number for a license).

Yes, you can refuse to hire them as the SS# is required for withholding taxes.
