Hiring Procedure

I have been just recently advised by Ca. State Labor board that a Employer does not have to advertise a employment opportunity internally, only externally. But if an employer has posted a job announcement/description that states ''required'' qualifications, should people be allowed to interview if they do not meet minumum ''required'' qualifications ? Can a private employer be held liable when they ignore there own documented requirements to continue a ''good ole' boy '' club ?

unless there is a specific legal violation, like racial discrimination, they can hire whoever they want and do it any way they want.
