Take home vehicle and use of it

Good morning.

My wife works for a company that requires her to take home a vehicle. There is no office or headquarters to store the vehicle at within 200 miles. My question is, the company is telling her that she is not allowed to clock in, ie start earning her hourly wage, until she reaches her destination and she is not paid for the trip back. Some of the destinations are over an hour away. Is this legal?
