Legal Question in Employment Law in California

my husbands boss has refered to him as his bitch, told him to "show them whose boss" when 2 unnutered male goats in rut were brought to the waste water treatment plant where he works(he recieved no training with these animals)this and has been told by boss that he is worried about him and he thinks my husband should go to the doctor and get medication he also likes to tell racest jokes. there is no human resources and the bosses boss is uninterested and absent nearly all the time what do we do? surely there are laws against this
