Legal Question in Employment Law in California

My husbands work requires him to live on site where he works (he is on call 24/7 on top of regular work hours as a maintenance supervisor) so, we do not have a car since there is no daily need for it. My husbands work occasionally requires him to go to mandatory meetings at various other properties-sometimes 2-3 hours away. His fellow manager he works alongside (is an equal to) and supervisors above him refuse to assist him with transportation but insist that these meetings are mandatory or he will be written up/reprimanded. This is a point of stress for my husband, as he hates to be away from property in case of emergency as it is, and of course trying to find transportation on his own with higher up management or equals are refusing to give him a ride/help him team up with someone.

What are the laws pertaining to requiring an employee to travel outside of a normal location of a place of work outside of a reasonable costing cab ride? Advice?

There are two things you need to keep in mind.

1. First, your husband should be compensate for the time and gas that he uses commuting between property, but not from home to first property and from last property visited back home. The trips between properties do not have to be compensated at the same rate of pay, but your husband should be paid at least minimum wage for every such hour.

2. If your husband 24/7 on call, it's possible that he should be compensated for all the hours, if he is restricted in leaving the area, and he has to be constantly available by phone, but more facts are needed to determine that.
