Is it illegal for a company to not release information that I request about myself upon request?

California law provides that if you are an employee or former employee and you request your payroll records, the company must produce them to you within 21 days or they will incur a penalty of $750. Also, if you request your personnel file, they have to give you a copy or allow you to see it within 30 days or incur a $750.00 penalty. They also have to give you copies of any document you signed. Other than that, they don't have to provide any other info to you.
