I am an independent contractor in the entertainment field in california. Can my "employer" require me to wear a specific style of garment, force me to provide and pay for said garment and refuse to let me work if i dont? Also, can they fine me for calling out of a shift?

It does not appear to me that you are truly an independent contractor in this situation, although the standards can be fluid.
If you are misclassified as an independent contractor, you might be entitled to overtime and other benefits, including social security and some other payroll taxes that you are now, presumably, paying on your own. If this is a pattern affecting other "independent contractors" you might also have the basis for a class action to recover damages.
