Job Titles - Managers

Is there any labor law that restricts assigning a person a ''managers'' title even if they do not manage any people? Is this more related to being exempt or non exempt?

Great question. Many companies do exactly that, put the employee on a "salary" leading them to believe they are exempt, and forcing them to work overtime, without getting paid for that. The distinction for what is an exempt employee vs a non exempt is the key here.
