Legal Question in Employment Law in California

I was laid off in Jan. of 2008, In march or april of 2008 I was disabled and collected SDI until sept.2009. After surgery I am now able to work and applied for UI benefits in oct. 2009. I was denied on the grounds that I did not earn enough in the base period to be eligible. I have an appeals hearing coming up and would like to know if I have any recourse as I was UNABLE to work, am I paying the price for becoming disabled ? Im wondering if after paying into the system for 27 years, this is how the people that work, and WANT to, are treated? Any help you can give would be greatly appreciated
