Does a law exist in California that requires a company to put 2 employees under someone in order for that person to become a Manager?

No, the test for whether someone is a managing employee is more complicated than that, although the fewer people supervised the less likely it is that an employee could be correctly classified as a manager. When I was a closing shift "manager" at a McDonald's, I supervised 6 to 10 employees each night, but I was NOT a manager, because my "bundle" of duties and authority did not add up to a legal manager. That does not, however, make it impossible that a person with only one other person answering to them could be a manager if all the other aspects of responsibilites, duties and authority added up to management.
