I'm not sure off the top of my head what governs job openings but there is an entire code, the Public Contracts Code, which runs several volumes and thousands of sections, that governs government contracting. There are many sections that govern publication of invitations for bids. Which one applies depends on the entity and type of contract. Many cities and most counties also have additional ordinances that further refine and elaborate on the publication requirements.
