Laws for Businesses smaller than 15

The Family Leave Act pertains to 50 or more person businesses. The American Disabilities Act (ADA) to 15 or more.

What Acts or Laws pertain to privately owned companies that are less than 15 persons in California?

California law requires employers with sick leave policies to allow use of up to one-half of the available sick leave days for the illness of a spouse, child or parent. As to disability discrimination, California's Fair Employment and Housing Act prohibits discrimination on the basis of disability by employers with 5 or more employees. Note that California's prohibition against harassment applys to employers with one employee.

You are correct in that a small company with less than 15 people is not covered by those two laws. There are no similar laws apply to a small company.
