what are the laws concerning preemployment drug tasting in California

Recently my wife was asked to take a pre employment physical. Her voucher clearly said it was for a non-drug test physical. She sat for over two hours in the clinic. Then she was given a urine test only. She could not urinate. At this point she was told by the doctor that the physical was over and that she had to get in touch with a supervisor at her future employer. When she tried to get in touch with the supervisor, she was told that he was busy and would get in touch with her via a letter to her. She recieved a letter that said that Sunkist was no longer offering her employment because she failed to complete her physical.

We have tried to set up an oppointment with the supervisor to discuss this privately as he sugested in his letter, but he dosn't respond to messages left on his answering machine.

I feel my wife has been screwed out of potential employment illegally. Am I Right?
