Is it legal for a business owner to cut off paying a draw on commission without notive? If not, how long of a notice is required?

It is entirely legal. Whether and how much notice is required depends on whether allowing draws was part of your employment agreement, or just an accommodation. If it was part of your terms of employment, they must give you notice that only applies to future draws, not draws against work performed prior to the notice. If it was merely an accommodation, no notice is required.
