Is it legal that when an employee needed to work OT today, he is asked to worked less hours the next day so that his paycheck will not be more than what he usually gets paid?

Employers may adjust an employee's work schedule as it deems necessary. But if you are required to work more than 8 hours in one day, you should still be paid at overtime rates for anything worked over 8 hours that day.
