Is it legal to keep an employee on the payroll, yet not schedule them to work due to scarce business?

No, but if the employee requests time and then quits because there is no work, I believe they should still be able to get unemployment as if they had been fired. Double check on that with the EDD before quitting, though, because I have not actually confirmed that.
