The governor signs a legislative measure into law, which the state legislature has passed. Lawyers cannot predict what will emanate from the halls of the legislature in Sacramento, let alone what the state's chief executive will do. The best way to make that determination is to read all pronouncements from the governor's office, or even call his office and register your point of view with his staff.
