i live and work in california, if a company desides to restructure their pay plan form comission to straight hourly, how much notice do they need to give us

Unless limited by the terms of the commission contract, the employer can change the terms of the compensation agreement from this date forward. No advance notice is required. But they cannot apply the new terms retroactively. Commission contracts are required to be in writing, in California, so refer to the contract to see what it says.
