How long can my employer wait before officially responding to my request for a r

I requested a raise, in writing, over 6 months ago. For the first few months, my employer verbally communicated to me that he would address the issue after we ''moved into the new building and took a look at the finances''. We have now been in the new building for over 6 months and he has not communicated any further information to me regarding this issue. How long is he legally permitted to wait? And, is it my responsibility to constantly remind him that the issue is still pending even though I submitted my request in writing?
