Loss of accrued vacation time

My company states that an employee may not carry more than one year's worth accrued vacation time forward into the next year. I have been unable to take vacation time due to the needs of the company. I have accrued 3 times the annual limit and stand to lose 6 weeks of vacation time. What is the law covering this situation?

An employer is allowed to put limits on the amount of vacation time they can be accrued. However, they cannot subtract vacation time that has already been accrued under a policy.
