Legal Question in Employment Law in California

Multiple jobs

Myself and other employees were originally hired to do one job, as the years have gone by we are now doing multiple jobs with no pay increase until this year, a whopping 3%. We are employed under a Federal gov. agency, so do the rules change for us, do we have any recourse to take to get the wages upgraded to fit our multiple job duties?
