Multi-Rater (360) Assessments

Do multi-rater (or 360 degree) assessments that are used to identify employee's strengths and key areas for development, and are not conducted as part of any formal merit review process, pose any legal risk to organizations?

These assessments, which are completed by the employee, the employee's supervisor, peers and direct reports are typically criterion-referenced, using behaviorally anchored rating scales, and provide a feedback report to be used for professional development action planning.
