Being Offered a Job at a Job Interview and Accepting Then Bein Unoffered the Job

I went to a job interview on monday. I was asked to come back for 2nd one on wed to meet with head boss. I went to 2nd interview with head boss and all was decided I was the most qualified candidate. The boss and the first person i had originally interviewed with spoke as if the job was mine. So I specifically asked them if I was being offered the job. The head boss said "yes" then he said "I guess I should ask you if you are accepting the job" and I said yes and he shook my hand and said congratulations, and I said I was very excited. Then we all discussed salary and benefits and what would be my "starting date" there giving a 2 week notice to my current employer, and the head boss asked me if the starting pay was acceptable to me and I said yes. Then, at the very end of the interview, he stopped and said he was gonna do something "very unorthodox". I was not to go and give my 2 week notice because he had to check something out with "his boss" but would let me know on the next Monday. Well Monday came and he said ooops sorry he could not give me the job because his boss already had someone in mind. My question is can a job that has been offered to you, be taken away "just like that"

not really but the problem is you were not really damaged because you didnt give up the old job.
