Is there any official government recommendations for salary per industry or kind of job?
For example minimum wage for an industrial electrical engineer.

No. The Bureau of Labor Statistics keeps records on what is being paid for various jobs, and I believe publish average and median pay statistics, but that's as close as you'll get for an electrical engineer. There are also "prevailing wage" requirements for certain government contracts, but those only involve construction projects.
