On-call shifts in California

Hello, I work in a retail store as a part-time associate, my employer schedules 2-3 on-call shifts per week in addition to my scheduled shifts.

Example: on-call 10-2 / scheduled 2-6

I am required to call work 2hrs before my on-call shift to get a yes or no. If i do not call, it's considered a no-call no-show. Also, sometimes if they dont agree to shift, they will have those hours scheduled after my scheduled shift for the day without asking me.It seems unfair that they can consume 10+hrs of my day.

Is this Legal?Should they be calling me?Should i get payed for those 2 waiting hours?Can i be fired for not calling in...please help

I would call California "wage and hour board" or equivalent. Donald Trump's casino workers sued on same issue and won.
