Am I to be paid overtime for this?

I work an eight-hour day. I am a non-exempt employee. I am to attend an all-day seminar 130 miles from where I normally report to work. The seminar is from 9:30 to 3:30. I am to drive to and from on same day and report to work the next morning. Is overtime paid portal to portal with a situation as is? How is overtime figured in a situation like this?

-Under both California and federal law the travel time might be compensable if it involved a special assignment or direction from your employer. You would be entitled to ovetime for all hours worked in excess of 40 that week.
