Paid Time Off
Can an employer notify you that a holiday is not paid 2 days before the holiday especially when the holiday is listed as paid time off in the employee handbook?

An employer CAN do anything they want! The issue is whether it is legal.
I would simply report the situation to the California Labor Relations Board and see if they can resolve the problem for you.

Case law instructs us that employers are free to change employment policies with reasonable notice to employees. At least one court says 30 days notice is reasonable. Your remedy would be a lawsuit against the employer.
