Paycheck deductions without an MOU
Negotiations at our Water District recently failed and the District Board has declared an impasse. The Board wants the employees to pay a portion of their health insurance. Can the District legally deduct health insurance costs from our paychecks without an MOU in place? The employees have not agreed to any paycheck deductions for any portion of the health insurance. Additionally, health insurance has historically been 100% paid by the District, at no cost to the employee.

If the Board can legally implement its last offer then you have a choice of authorizing the deduction / paying the required portion or losing coverage. You may have other rights as well which should be discussed with your Union reps and counsel
