Payment of "drop" at Indian Casinos

I am a poker dealer at an Indian casino in California. The casino requires that all poker dealers payback the sum of $3.00/hour, to a maximum of $24.00/day. The money collected from all the dealers is then distributed to floor supervisors, assistant floor staff, and shift managers. Is this practice legal? It seems like a form of extortion to me but I am not sure being that the casino is located on tribal land.

This would be illegal under CA law but I am not sure if CA law applies on tribal land.
