Payroll error with a demand for reimbursement

I switched departments in a department store. My new position is paid on commission. The payroll department did not switch my pay rate for three months. I brought it to their attention that my pay was wrong and that I wasn't recieving my commission. They had me take a voucher for what they estimated that I was owed. They issued me a voucher for $900 which they said was a low estimate. Upon review they turned around and told me that they made an error and that I would have to pay back $966. I feel wronged because they didn't adjust my pay and they isuued me money that I didn't ask for.

if it was an honest mistake they are entitled to the money back.
