when a person is laid off from their palce of employment and they ae collecting unemployment can they come back to that place of employment and work as avolunteer for tips only?

No. A condition of collecting unemployment benefits is that the employee must actively look for work, so they can get off unemployment. Working off the books, even if voluntary would be fraud. If caught, that employee would be disqualified from unemployment and have to pay the money back that they wrongly received.
