what does it mean for the plaintiff if a judge judge does not immediately announce a decision in a class action lawsuit...takes the matter under submission? Is that a good sign or bad sign for the plantiff?

It is not good or bad. It just means the judge wants to think about the issues argued, before making a decision.

It is not any kind of sign. It means the judge wants to go over everything in the file, and perhaps assign staff to do some research, before making a final decision.
