Prepaid bonus retracted from final payroll check

My contract that ended on 10/31/99 stated When such company was removed from "focused enforcement" Employee will receive a bonus. This bonus was prepaid and the enforsement stands. On the 13th of Jan I was told that I was being replaced and told to stay home I would be paid until the 15th. I offered to pay the bonus back in payments but he stated no if you do not apply for unemployment he would concider us even. I have not apply to this day. He now is holding my last paycheck and vacation I accrued. Is this legal to deduct the bonus from that check?

It is illegal for an employer to deduct anything from an employee's wages without prior autorization.
