Legal Question in Employment Law in California

What if we have a problem where employees continually overcharge customers by ringing up one credit card when the bill is to be split between 2 credit cards. This can cost us almost $100 per mistake. I understand we can't make the employee pay, and the customer is gone, But can we discipline by cutting shifts etc?

Sure, you can't "back charge" employee's for mistakes, but you can certainly suspend them, cut working hours, reduce pay rate as long as it is not below minimum wage, and impose any other discipline on them that does not involve charging them money.
