Legal Question in Employment Law in California

I have recently volunteered as a campground host for the summer and initially performed duties such as greeting campers, explaining campground rules and answering questions in the visitor center. Then suddenly I was told to work in the check-in kiosk along side paid employees while performing the exact same duty without pay. This occurred in a Calif State Park. It is legal to use volunteers in lieu of employees?

Yes unless it violates a union contract, which you wouldn't have a right to enforce anyway.
