Recinding Offer Letters or Offers of Employment

What can a company do if a hiring manager has "changed their mind" about a candidate *after* the offer letter has been received by the prospective employee. The employee has not signed or returned the offer letter to the employer yet... can we still recind the offer of employment to the original employee if another, more qualified candidate surfaces after the fact?

General contrat rules provide that an offer may be withdrawn if it has not yet been accepted.
