Recourse for discrimination in workplace.

What is the procedure for filing a complaint against a company that you feel has discriminated against you. In this particular case an individual feels they've been passed over for promotion due to favortism in the workplace. Out of fear of reprisal who do you report this to? If the company is ultra-conservative and has the "old-boy" network firmly in place where can you go "outside" the company and get satisfaction?

This type of "discrimination" is not against the law.
