Released without notice

I recently started a new job with a mortgage banker, I was paid hourly by w2. After 8 days and no notice what so ever, I was told the company did not have the budget for me and today would have to be my last day (by all indication I had been competent for the position). I was handed a check for the 8 days I had been there and asked not to come back tomorrow. Is it fair that they just released me because I was the new guy? Do I qualify for the warren act after only 8 days?

I think what you are referring to is the Warn Act not the Warren Act. It doesn�t appear that you would be a covered employee under the Warn Act nor would your employer based on the facts presented in your question. The Warn Act covers Factory Closing, which has the affect of displacing more than 50 employees and mass layoffs of 500 or more employees. There is much more to the act but you get the idea. If you think you are a covered employee then you should consult an employment lawyer.
