Required to be at work 15 min. prior to clocking in

Is it legal for an employer to require that you arrive 10-15 minutes prior to a scheduled shift, but does not let you clock in until you are scheduled. During this time they require you attend a pre-shift meeting. If you are late(though you're not scheduled and getting paid yet) you can be written up or lose shifts. Is this right?

Since you are required to be at work 15 minutes early, you are subject to the employer's control and must be compensated for that time. You should meet with a local labor law attorney to assist you strategize how to address this issue with the employer or file a wage claim with the California Labor Commissioner.
