If a auto body shop was burglerized and all the tools are stolen and with out insurance. Is the owner responsible for stolen tool of the mechanics that are working for him if the had the tool at the body shop...

Almost certainly the owner has liability; especially if you were required as part of your job to keep your tools at the shop and if the owner promised to insure their safety. You should make a demand to the owner for reimbursement for the full replacement value of the tools. If the owner refuses and depending on how much money is at stake, you should consider litigation.
