Restrictions to water

I work as a central station operator/911 for a Aerospace company. Our new manager has decided that we can no longer

have access to drinking water and need to be relived of duty for a drink or have someone bring us a cup of water.

Is this legal??

I would raise concerns about health and safety of the employees affected through proper channels. Dehydration can cause serious problems. It seems the company would have to have compelling business reasons to prevent employees from having regular access to water.
