Salary withhold by employer

Employer withholding salary and vacation money...

Employer withholding payments:

I have resigned from my company (say A) with 1 week notice . My company A and End Client C (workplace) are in CALIFORNIA. Company B is registered in NJ. My contract with the company is at-will (no notice period, no reason required). My company has a further contract with another company (say B) where I am required to give 2 weeks notice, I was not aware of it until I resigned. Company B has a contract with End client ( say C) . I work at company C's premises. End Client has no objections over my departure.

Company B has informed me that if 2 weeks notice is not fulfilled than they will withhold all payments to company A. Company A (my employer) have told me that they will withhold my salary, vacation money as notice period is not fulfilled (which is not there in my contract) and disruption at client site which is not true as my work in the project has ended.

I am working with A for 2 years and 7 months.

Please advise.

Your employer is required to pay you for the work you have performed.
