Sale bonus withheld after leaving company

my girlfriend just left her company and now they tell her she is not getting her 4th quarter '99 bonus since she will not be an employee when the checks are issued at the end of the 1st quarter '00. is this legal? she worked all of '99. it did state this policy in her company handbook, but how can they keep money she has earned?
