Severence Pay

I applied for and was hired for a new position in my company. My acceptance email went out two months ago but because they have been unable to find my replacement I have been unable to begin my new duties. A new CEO has taken over the company since then and is reorganizing the company. My current ''old'' position is being eliminated and another version of the same job at less pay is being created. Since I was never able to begin my new position, I would like to rescind my acceptance of the new position. Be in a position to have my old job eliminated and then be eligible for severence, etc. I would like to leave the company as I believe they are on a path of flat/no growth but would like my severence etc to allow myself the time to examine my options. Thanks
